Which is the best solvent to dissolve Black Oxide?

The construction workers recently used Black Oxide (black cement) to fill in the joints between the black joints,but they accidentaly poured some of this onto the white (pure white) tiles as well.Now it looks like these tiles are 20 Years Old.What would be the best appropriate solvent to remove these almost permanent stains off the tiles without actually damaging them?
